If there is a dwarven character who has Ki focus proficency and Dwarven Weapon Training, would that dwarf gain the benefit of both on weapon attacks used with a ki focused enhanced hammer attack? (+1 to hit +2 damage with another +1 damage if target is bloodied?)

Yup.

I thought so, but the CB was not adding my ki focus at all to my weapon attacks with this character.

Ki focuses can get a bit buggy.  Be sure to click "Show On Power Cards" on the ki focus in the equipment tab.
