Excellent! Yes, Greg Bilsland's RAI clarification of 'You don't gain the bonus to healing in powers that say "as if you had spent a healing surge' should soundly resolve it. Thanks!

And here I thought the answer would be "No, and you should take Battle Cleric's Lore anyway"
