1.) the rules does not explain leveling beyond level 2, can you go beyond level 2? if so what's the max level?
2.) Example: Hero Arjhan dragonborn fighter at level 2 has AC 18 HP12 SPEED 5 SURGE VALUE 6HP
if he'd level up from level 2 to level 3 would that make his AC 19 HP 14 SPEED 5 SURGE
VALUE 7HP? the rules state on level up the hero increases HP by 2, AC by1, Surge Value by 1HP
3.) The game finishes, you're hero is level 2 with 4exp, would you continue with those stats if you start a new adventure or does your hero reset?
4.) I was planning on getting the other sets like The Legend of Drizzt, would i be able to mix the games together like heros, monsters, bosses, encounter cards, treasures?

1) There is no level above 2. All villains in the game can be defeated at level 1. Level 2 is just a bonus for those lucky enough to roll a natural 20 or draw the card as treasure.
2) The rules are for level 2 only. Any rules to level past 2 are house rules, and not supported by the game. Wizzywiz, however, is trying to get someone to come up with a more extensive leveling system for his games. You might check out that thread. If it were me, +1 AC, +2 hp, +1 surge value, and alternate an extra at-will, daily and utility. I'd also make it cost 10 xp to level up to 3 and expand the cost appropriately as the progression goes on. Monsters will lose all threat at some point, though, so you'll have to come up with a way to raise their stats, or the game will become what we in the MMO community like to call a "ROFLstomp" at somee point.
3) Next game, you'd go back to 1. Or you can stay at 2. The rules don't specify, but, as I said above, all villains and scenarios can be done at level 1. And I like it better when there's a chance of somee improvement at the start of a game.
4) The games are both completely self-contained and completely expandable with the other games. The basic rules are the same across all three games, and heroes in one game are usable in another. The tile sets follow different themes visually, but they're totally compatible mechanically. With the heroes, you even have the bonus of using another set's powers for your class. All creatures and villains work exactly the same, though seeing a red dragon in a crypt or an icy cave would be interesting.
As far as Treasures go, some are designed to go with certain sets (Icon of Ravenloft and Holy Avenger come to mind), but they're usable elsewhere (there are undead in all three sets, as I recall).
