My First question is if i play a half-elf wizaed and i want to crate a cloak of elevenkind would being a half-elf meet the requirment to create then if i wanted a tiger or an elemental version what would i need (Feats and level)

Half-elves have the "elven blood" racial trait, so they count as elves.
What do you mean "tiger or elemental versions"?

For the cloak:  You would have to have the feat Craft Wondrous Item, the spell Invisibility, and as far as the rules go, the quote is, "Elven Blood: For all effects related to race, a half-elf is considered an elf."

I don't know much about what all is out there in the splatbooks about alternative familiars.  The only thing I know of is that the feat Improved Familiar does allow for a small elemental familiar.  I have never personally seen anything allowing large animals to be familiars, only animal companions or cohorts.  Somebody else might be more educated than I, however.

i mean that there's a elemental version on thed elemental planes with elemental versions such a elemental tiger of each type

I think you could use this spell: Elemental Familiar. I found this spell in the old D&D archives. I have attached the link.
What it does it change the type of creature it is, but it will still has the shape of your previous familiar.

Now you want a familiar that is a tiger, but an elemental tiger, is that correct?

I'm not really sure how you would get a tiger as a familiar.
If I had to work with that idea I would look into the Arcane Hierophant Prestige Class.
You can be a Druid and Wizard, and your familiar merges with your animal companion to become a companion familiar.
Now if you could get enough levels to get the tiger animal companion, then cast the elemental familiar on your companion familiar, then it could essentially become an elemental companion familiar.

I'm just brainstorming here, so I'm not sure if its legal. But that is how I would get started coming up with a plan to get an elemental familiar.
