Hello Everybody,
First I like to thank everybody before hand for any help provided hince forth. Here go's my problem, I'm playing a dark sun campaign at the moment at the 21st level. Recently a player complained about his lack of gear and pissed our DM off, thus the DM has reset all our gear to **** zero making gear useless. As such I am going the character optimization route to perhaps offset this terrible happening. Heres my race and classes sadly they can't be changed, but any feats or powers suggested would be great.

Do you mean that the DM have actually taken your implements and weapons as well? A friend of mine runs a build much like yours, but we run a campaign with inherent bonuses. (Low-magic campaign) The solution to his problem was a superior implement. I don't know the build exactly. But he uses a dagger which gives him a bunch of stackable fire bonuses. Focusing picking powers that deal fire damage. (He was pissed when they errataed Flaming to only change untyped damage to fire, so we houseruled it - the errata was stupid and made no sense. If they changed flaming, they should have killed frost cheese as well. Since they didn't, we ruled that flaming weapons are not broken either.)
I do remember him having Superion Implement Training (and wielding a flaming incendiary dagger). War Wizard's Expertise. Distant Advantage, White Lotus Riposte. Implement Focus Dagger.
Those are the feats I remember off-hand. I think he had a bunch of more defensive ones as well.
If you're going the fire route, the powers to choose are pretty straight forward. Unless you pick up a lot of Arcane Admixture feats. Which shouldn't be necessary.
Just my few cents.

The solution to this problem is to ask yourself if you want to play with someone who, when faced with a complaint from one person, takes it out on everyone - in a big way.
Because your DM was pissed, I'm going to assume he didn't say you could have inherent bonuses. In that case, you're down at least 5 points for attacks, defenses, and (probably closer to 10 points for) damage compared to where you're supposed to be, plus whatever other fun tricks you could have gotten from magic items. There's just no recovery from that.

I believe the official charop method is: Find a better DM.

Yeah you can't offset that. You'll be okay if you can use inherent bonuses, but otherwise you're done, especially at that level. Take this opportunity to find a new group.
