I just want to know... a ranger who's had Toughness since 2008 just gained a level and can't select it in CB anymore!

You can't select Toughness more than once.

To clarify further:

You cannot select any Feat more than once unless the Feat tells you you can; i.e. Skill Focus. Often, the Feats which allow you to take them multiple times will have some sort of restriction, such as you may not select the same element you selected previously.

If you want to "take Toughness again", just be patient. Toughness scales by tier. At level 11, you will get five more HP from it, and another five at level 21.

OH GOOD GRIEF!! I forgot Toughness is a class feature for the 2 weapon ranger!
