Dual classing is only available to humans; multiclassing is available to every other PC race.

When multiclassing, you level up both classes at the same time, though you earn half as much XP to do it; it's actually rather horrible as written.

With dual-classing, you gain XP in one class until you decide to give it up, and become a different class.  You retain all the knowledge you had of the previous class(es), but if you use any of it you lose all the XP for the encounter.  That last restriction goes away once you reach the same level in your new class as in all of your previous classes, but you'll never be able to gain new levels in any of your old classes.  For example, a human gains 2 levels of fighter, then switches to thief.  He'll have all the abilities of a 1st-level thief with more HP, but if he uses a weapon with which he has proficiency from the fighter list (but not thief list) or if he uses heavy armor, he loses all XP for the encounter.

that means,¿ he wont be able to gain fighter levels again?

This its my doubt, weapon Profiency is allowed to all classes, but, Weapon Speciality (like multiple attacks and that stuff)  its just for pure fighters right?. An example: a fighter lvl 7 decides a change to thief, he keeps Hit points an prociencies ¿can he use Weapon Speciality after he reach thief lvl 7? like doing 3 attacks in 2 rounds like a pure fighter? that goes to for 18/ % Str.

That's right.  He will no longer be able to gain levels in fighter.  Now if he has it he can use it again when he can use if Fighter things again after his new class has caught up.

If he has % STR he'll actually get to KEEP that after he takes on dual classes.  Being a fighter may have let him roll % to go with his STR but that is now his ability score so he'll continue to use it even after he takes another class.

For what it's worth Dual and Multiclassing each have their problems in 2ed.  When you multiclassed two classes each of them was basically one level behind a single level character up to about 10-12 level.  Before then the XP needed to level was exponential (you needed twice as much to make next level) but at some point it becomes linear (so much XP is always another level) which is when single class character really start to outrun multiclass characters.  The issue with Dual classing is that the longer you waited before you do it the more effective the character will eventually be BUT it also lengthens out the period of weakness that follows the dual classing.
