You're talking to the wrong person on that front. 1. I don't call the cops. 2. I'd just join the damn party.
Problems are indeed bigger than a single person. But you know what? Turning to "mommy and daddy" authority figures just makes things worse.
Perhaps he is talking to others who are willing to listen rather than change their objectives.
I would call the cops, because if my neighbor at 3 am doesn't respect my request that he quiet things down, I'll let the cops handle it. I don't want a party at 3 am. I want to sleep.
I view this more as trash on the sidewalk than a neighbor's party. I'll gladly pick up a piece of trash on the sidewalk that I come across. But when there is the equivalent of a whole bag of trash strewn across the path I am trying to take, I'll call the sanitation authorities.
However, this post is about the trash. The cold-blooded lizardman thread is not. The trash here is the subject matter. The trash there warrants an authorities call.
Here are the PHB essentia, in my opinion: - Three Basic Rules (p 11)
- Power Types and Usage (p 54)
- Skills (p178-179)
- Feats (p 192)
- Rest and Recovery (p 263)
- All of Chapter 9 [Combat] (p 264-295)
A player needs to read the sections for building his or her character -- race, class, powers, feats, equipment, etc. But those are PC-specific. The above list is for everyone, regardless of the race or class or build or concept they are playing.

Personally though I also feel that it pays to at least assume the best. I have seen too many discussions explode over miscommunications, more often then not the result of cultural differences. Through my work for Living Greyhawk and LFR I have worked with a lot of people over the world, and I have seen some odd arguments start about something as simple as choice of words because for the American it was a very innocent comment while for the Australian it was a big insult. Besides what is wrong about a thread getting away from the OPs original question? There is only so much you can say about whether lizardfolk are warm- or coldblooded
