Lets talk about rage !! Rage drake frenzy to be exact ! how does this work? Do i say i enter my frenzy then i am in it untill end of encounter ??

 That's exactly how all of the barbarian's rage daily powers work. You make the initial attack of the power, and then the effect kicks in and lasts until the end of the encounter or until you enter a different rage.

 You should reread the section in the barbarian class description in the book where it discusses barbarian rage. The online character builder and Compendium tend to sometimes abreviate things or not explain them well.
