OK so the last times we played Lord of waterdeep, all of the players (me included) felt like money was a big issue. Its possible that our quests was badly stacked against us.
So I was wondering if anyone has felt this problem?
Or am I overlooking some rule about people gaining money in the first part of their round?

Money is an issue; you do need to spend at least some actions picking it up.  It can be worse if there are lots of people going for commecre quests, and if the right buildings fail to materialise.

You do need to remember that you get some free at the beginning of the game, though.
Harrying your Prey, the Easy Way: A Hunter's Handbook - the first of what will hopefully be many CharOp efforts on my part.
The Blinker - teleport everywhere. An Eladrin Knight/Eldritch Knight.

CB != rules source.
