In 4th edition I've heard that there is masterwork items, especially if you using the inherent items. Is this true? If so what do they do?
Has anyone came up with homebrew version of these items?

There is Masterwork armor (whether you are using Inherent Bonuses or not). There are no Masterwork weapons.

No, there are superior implements, which are not at all the same thing.
