When you add or alter a power's damage type (like with a frost weapon), the power gains the relevant keyword (cold). Does this work if I use a whetstone to enchant a weapon? I want to use a frozen whetstone to add cold damage to a reckless dagger (thereby creating a frostcheese situation while using a weapon that gives me more damage).

Yes, it does function.  No, unless you have a VERY forgiving DM, it's probably not doable in practice.  Those Whetstones are *expensive* both in terms of money and hands/actions.
