Can a Earth Elemental end its turn into earth and rock ? Earth Glide: The earth elemental can pass through earth and rock as if it were phasing.

Blocking terrain is not an occupied square, technically.
Unoccupied squares are indeed ones not filled by an object, but the converse is not stated.

Blocking terrain is not an occupied square, technically.
I'd say it is according to the entry for blocking terrain:
RC 206 Blocking Terrain: Walls, doors, large pillars, and various obstable that fill squares on the battle grid are blocking terrain, which orevent movement.

Wouldn't most earth elementals be able to end in stone/earth though, since they almost all have a burrow speed? Which means that those filled squares wouldn't technically prevent movement. .

Yes, and the phasing property of Earth Glide also allows it to move through solid stone at full speed instead of half speed, and both shift and charge while in earth or stone, which burrowing creatures can't normally do.
