Never mention ME3. I almost started researching how to build a nuclear device to use on Bioware's HQ when I finished that turd of a game.
Haters gonna hate. The game was great until the last few minutes.

Look at it this way: of the three times you run into him, he wins once, and that's because he had air support.

So you're at 1d6+11, for an average of 14.5 damage to you every time, minus 5 for resist and 4 for THP, minimum damage of 3, max of 8. You're going to die. Quickly. I dunno how many times this has been repeated in this thread at this point, but Rebrethers are not about going balls out for maximum damage, they are about doing the most damage you can while taking the bare minimum needed to recharge breath. Especially in Heroic.
Without Powerful Breath you are at 1d6+7, min 8, max 13. Max you take is 4, min you take is -1 and you'd still have some THP left. So much better. 1/3 of the time you're taking zero damage but still recharging, you can't miss your recharge, the other 2/3 of the time you are only taking 1-4 points of damage. So much better.
So ditch Powerful Breath. Heroic LA's have a lot of daze and a lot of vs AC attacks, so either Superior Will or Unarmored Agility would be good pick ups. I don't like Hurl Breath personally, you are going to be in melee to use Flame Spiral, Thunder Leap, etc., anyway, Sorcs are not ranged characters.

Not particularly attached to either of those, and it was mostly based on a character I was putting together for a regular game; I picked up Hurl Breath for situations where I can't get into melee (since I have very little idea what to expect from this game). Not that it matters right now, since the LA (or LA-style) game I'm playing is apparently restricting us to drow and drow revenant only.

A few questions for mechanics/rules clarification-
- For Nusemnee's to trigger your ally has to be hit, right? So, miss on ally = no recharge via AS?
- You need to take some amount of damage more than your resistance to trigger Ancient Soul? Although AS mentions your Dragon Magic resistance, if you're using resistance from Nusemnee's or Wyrmtouched Amulet then you'd need to beat that resistance?
- Thundering Breath in paragon adds a push, possibly enhanced with a MC Fighter->Hindering Shield for slow, maybe WSG too to prone the next round. All those feats are optional triggers though ("can push", "can slow", "can prone") so your allies would be safe from that?
- Push effects (Thundering Breath) from a burst are from the center of the burst, not from you, right?
- Concussive Breath at epic would still daze an ally even if you take the damage, correct? Are there ways around that?
- If Mark of Storms is used with Thundering Breath, the slide/push effects stack? Would forced movement bonuses (thinking rushing cleats) affect one or both if DB is used as a blast?
I gotta say, I had fun playing around with this idea. I messed around with hybridizing with Warlock or Ranger for Prime Shot (unfortunately needs Paragon Hybrid), might be an option for someone wanting to maximize damage (Dragonbreath Warrior adds 1[W] after hit with DB, Draconic hunter helps with quarry hit wtih DB), etc. But, with MC Fighter and Hindering Shield, a functional at-will that's burst 3/blast 6 (Resounding Thunder/Enlarged Dragon Breath) that pushes, slides, slows , prones in paragon, and dazes in epic would make a nice controller even without the damage.

Is this one of the corner cases where the arkunel(?) Forgotten Realms backround is better for the additional boosted +2/3/4 elemental damage resistance?
Edit: Looks like this was already mentioned.
Also isnt there a pair of heroic gloves that give 3 temp hp when you ht with an arcane attack?

Point1 - you are correct.
Point2 - you are correct.
Point3 - Hindering shield is until START of your next turn. So WSG would not work, since the creature is no longer slowed. You would have to DB twice, first one to slow, second to prone with the WSG. Yes, you are correct the ally hit with it would be safe because it is an optional trigger.
Point4 - Push is "When you push a creature, each square you move it must place it farther away from you." So away from you, not the center... but ETV.
Point5 - Yes, you would daze them AND push them, because they do not have "you can". I do not know ways around that... unless they have some feat/item combo's that let them make a save at start of their turn even when no save is possible. See Superior Will feat.
Point6 - They would not stack as in add up. You would get a slide-1(MoS), and a push-con-mod(TB), and another push-con-mod(CB). Yes the rushing cleats if you used your DB as a close blast, it would add. There is also some gauntlets of the ram, and ring of ramming that would add to the push even if used as a hurl breath.
Also, MC fighter does not give you shield proficiency, which is needed for hindering shield. So you either have to burn another feat for that, or use a mage's weapon spiked shield... but you only have 2 hands and you might want to be using some dragonbreath rods.
