1) Since Healing Surges are shared by the group in most adventures, does the whole group recieve the Surge when a player uses it, or just that player?
2) And if a player levels up, does his/her hp's regain to max or just 2 hp's are added to their pool?

Only one guy gets a surge. Also, when leveling, you only get the difference in max hit points added (2).

I would expect that if it was inteded to regain all your hit points at level up, the rules would specify that in the section for leveling up, so yeah, you only gain the extra hit points, the damage all ready taken remains.
