Switch to Forum Live View House Rules?

I have no idea how to use the 'house rules' section of the character creator, and I haven't been able to find any documentation on how to create house ruled feats, etc.  Is it even possible?  Is this button useless cruft?  Any info would be appreciated.

The House Rules button lets you add an additional feat, but there is no way to enter custom content.
Another day, another three or four entries to my Ignore List.
