Tome Adept 11th level feature "Paper Secrets" does not add additional power slots to character - cannot select the additional daily or utility spells.

Since there is no mention of this feature being retroactive to powers picked at lower levels, the problem seems to be in that feature being described as an 11th level feature -- the next time you can select a daily or utility spell after 11th level is at 15th level. The ability seems to work fine for characters of level 15+.

So basically, they gave a paragon path an 11th level feature that can't be used at 11th level? That doesn't make any sense.

I agree. They really should have made that the 16th level feature (since you get a utility power at that level).
