There used to be a force wizard build that turned magic missile into an instrument of death. It was nerfed for a reason, though now all it does is stomp out one minion.
Wizard's fury can also be a very effective daily for low level characters, adding an extra 7 damage for the entirety of the encounter.

Their official reasoning was "to return it to its classical form". Besides, its not like anything inherent to the power itself was overpowered. And it was still inferior to charging at the time, and charging has only gotten stronger since.

Worth noting, also, that both Dread Smite and Holy Smite ARE attacks - the powers have the 'Attack' type. They do not make attack rolls, or damage rolls, so there's very little you can do to buff them, but they are attacks.

Dozens probably. And that particular power is for a cleric, which is probably the class with the most attack powers that do automatic damage with no d20 roll. Cleric has Inflict Wounds, Consecrated ground, Raven's talon, blade barrier, Drain Life, aura of astral radiance, manifestation of wrath, Death's touch, soulshock field, divine battle lord, and Ravage. And it has powers like inevitable doom, peacemaker's light, and wrathful judgment which do damage without a roll, but have triggers of someone else attacking.
Inflict wounds, Raven's talon, and drain life are probably the worst options they have those levels and a lot of their other autodamage powers are some of the worst powers their levels, but blade barrier and aura of astral radiance are good and consecrated ground and peacemaker's light are decent.
Wizards have a fair number of autodamage powers as well.

Like most of HoS, Death Domain is a bunch of cool ideas with horrible mechanics.
Death domain mainly suffers from having bad encounter and daily powers that don't do enough damage to make up for the fact that they don't make you a better leader. The domain itself has fairly decent features, good at wills, a good devout warpriest option, and a one great set of encounter powers. As long as you retrain out the two bad encounter powers somehow (theme, reserve manuever, or novice power) and don't take any of daily attacks from HOS aside from the servitude in death ones the domain works fairly well.

Around 200. More, depending on how you want to count zones.
