Can a monk, who's implement is a dagger, using a power with the implement keyword gain the +1 bonus from the Nimble Blade feat?

Yes.
When a Monk wield a dagger as an implement, only the dagger’s proficiency bonus, damage die, and weapon properties don't count. Other characteristics like its weapon group is still relevant to the Monk's implement powers. Since you are still attacking with a light blade, it should apply.
Nimble Blade: When you attack with a light blade and you have combat advantage, you gain a +1 bonus to attack rolls.
Monk Implement: You can also use a weapon with which you’re proficient as an implement. When wielding the weapon as an implement, the weapon’s characteristics—proficiency bonus, damage die, and weapon properties like defensive or high crit—are irrelevant to your implement powers.
