Do enemies spend surges? I don't think I've ever seen it save some evil DMPCs
Monsters have 1/2/3 surges (per tier). Also applies to, say, mounts.

I knew they had surges, I was merely saying do they SPEND them, since I've never seen it happen.

Dont forget adroit explorer, the only PP that lets you use an encounter power 2 times.

Sure they do. Monsters retreat to bring reinforcements and get a short rest. I think there are even a couple of LFR modules where that can happen.

Mul 2nd wind support is pretty nifty too, even if it's different than dwarf support. The ability to surgelessly get a surge's worth of THP is pretty badass, particularly if you have a way to spend your second wind as a non-standard action.
Dragonborn I'd add in Draconic Arrogance - adding extra damage to every push or prone effect is pretty nice.
For Elves, Sense Threat and Reactive Stealth are harder to duplicate than Elven Accuracy is.
Thri-Kreen and Bladelings have mostly bad support, but have some of the best racial minor action attacks in game. With support, some of the genasi attacks can get better though (and dragonbreath is pretty awesome.).
Eladrin Blink-Knights may be worth mentioning. Not necessarily optimal, but it does require Eladrin.
Dragonborn and Dwarves (with a feat) can add their conmod to their surge value.
Bugbears can wield oversized weapons.

Devout warpriest does this too with divine resurgance, but it has to be a warpriest power.
Radiant recovery for Deva (though non-devas can take deva heritage). Shared Channeling is also fairly unique. Lets allies use your channel divinity powers that effect you so the laser cleric can let his barbarian ally use righteous rage of tempus.
Changling for fickle servant.
Shadar Kai for ghostly rejuvention.

Githzerai can give you WIS instead of CON for surges and surge value ( Zuoken's Centering). This is very unique. Devas have soul of the world ED and battle intuition. Humans can pick an at-will power in some essential classes with no at-wills.
