Eberk focuses on using opportunity attacks, to the extent that he can even use them as mark punishment.  He always starts off combat using a runic power to move into the rune state of storm unabated.  This makes word of diminishment do 2d6 extra lightning and thunder damage.  Using a khopesh allows him to use Heavy Blade Opportunity to be able to use an at will when he is able to make an  OA.  Due to Combat Superiority, all movement is stopped, if the move caused the OA, when the OA hits.  If it is from mark enforcement, it would also include shifting as it is a movement mode that provoked an OA.  This means that the target marked by Warpriest's Challenge cannot shift or move away.  The target can only teleport.

Halaster's Clone means that he is immune to all diseases equal to his level or lower.

Boots of Teleportation
Lightning Reflex Gloves
====== End ======

He has upgraded his armor to Mind Dragonscale Armor to force those that target him with certain keywords to have to roll twice and use the lowest roll.  The Dragonscale shield gives him cover against all bursts and blasts.  The Shadow Band gives him partial concealment until he hits a milestone in which case it moves to concealment for an encounter.  Lightning Reflex Gloves gives +2 to OAs as well as giving a second OA once a day.  This allows him to double up on his punishment or punish twice on the same turn.   Cloak of Distortion makes them move within 5 to attack him with ranged attacks or he will get +6 to all defenses and this is in addition to total cover.  If they are within 5, Boots of Teleportation will allow him to close the distance.

OAs from:  mark enforcement, Repel Charge, Stonefoot Reprisal

OA 1: Word of Diminishment(At 30)
-Attack: +9(str mod)+15(half lvl)+6(enhance.)+2(prof)+3(expertise)+6(wis mod)+2(item)+2(blade opp.) for a total of +45 attack
-Damage: 1d8(khopesh)+3d6(bracers)+2d6(rune state)+9(str mod)+6(focused sup.)+6(enhance.)+2(feat) for a total of 1d8+5d6+23(goes up by 10 if already hit by word of diminishment)
OA 2: Cleave + Deft Hurler(At 30)
-Same Attack
-Damage: 1d8+3d6+23(goes up by 10 if already hit by word of diminishment)
-Can hit two targets

Rune of Pacifism(Daily): Can't attack(Save ends) with a 5[W] attack against will.  Allows him to lock down a major target for at least one turn.

Invocation of Carceri(Encounter):  Sets up a zone that prevents a creature from leaving, this includes teleports, until end of next turn.  Can target up to 3 enemies in close burst 2 with a 2[W] attack.

My Body, Myself!(Encounter, Immediate Interrupt):  Lose a healing surge, change a stun/dominate into a daze(save ends).  Even if dazed, due to the L24 feature of ceaseless guardian, I can still take immediate actions and opportunity actions.  Quickening Diadem allows you to take a move action while dazed and there is also the Ring of Free Time.

Protective Scroll(Encounter):  Spend a healing surge to create a scroll.  Due to feats and Belt of Mountain Endurance, each scroll would give back 58hp and +5 to all defenses until the end of its next turn.

Rune of Astral Phalanx(Encounter): 1[W] attack but gives every adjacent ally either a)free melee basic attack on the target with either +6 damage, or b) shift 6 squares as a free action.

Using Warpriest's Challenge, he can keep a single target marked until another mark overwrites his or he uses WC on another target.  He can double mark with cleave which allows him to have up to 3 targets marked at a time.

He also has Rune of Mending and Healing Word to use if he starts to get low on HP.  There is also the L11 encounter that allows all bloodied allies(and him) to spend a healing surge on hitting.  The L12 utility is unreliable but it is surge-less healing, two surges at that.  He can spend his second wind as a free action and put damage off until the end of his next turn so it is hard to drop him unless the damage comes from multiple sources.

Since he is never suprised, he can use Alter Time after moving next to two vulnerable party members to allow them to move their speed and get in a better position or to move out of harm's way.  He is also able to take a standard action in the surprise round so he can mark with cleave, whether it is the WC or the fighter's mark, he could mark two targets in the surprise round or he could use Warrior's Urging to gather them up before they can attack the party.

Any suggestions or constructive critisms are welcome.  L16 is where he is at right now but L30 is where he is going.

You need Mobile Challenge unitl level 16 to stop shift+charge. You can change Focused Superiority, is too situational. Also Shield Push allows you to prevent an attack (You can replace Blade Opportunist).

Move Master at arms to heroic

Feyslaughter weapon will stop teleports. (so you cant use Deft Hurler Style...)

Otherwise looks pretty well.
Sapphire - Swormage Dragon Guardian - Dont touch my allies build. Swordmage / Sigil Carver / Draconic incarnation
The Holy Slayer - A Striker - Defender Fighter | Cleric / Barbarian - Paragon of Victory
WEREBEAR BATTLEMIND: You wont go where you want. - A Battlemind (Druid) / Unbound Nomad / Topaz Crusader

Why Khopesh?

If you're going for HBO, you'd be better off with a Farbond Longsword or other Heavy Blade.
Harrying your Prey, the Easy Way: A Hunter's Handbook - the first of what will hopefully be many CharOp efforts on my part.
The Blinker - teleport everywhere. An Eladrin Knight/Eldritch Knight.

CB != rules source.

I might be missing something, but I'm not seeing any solutions to stun/daze. No Superior Will, no Clear Headed or Fighter's Grit, no Coif of Mindiron, Steadfast Amulet or the like. I would expect at least one preferably two or three tools to fight those conditions that shut down opportunity attacks, on a character built around opportunity attacks.

@spaceinvader:  Part of it is for dwarven weapon training.  There is also a little play in the feats and it is possible to get feats such as savage axe or deadly axe.  Or even axe mastery to be able to crit on 19-20.  And if I get axe mastery then there is punishing axe as well.

@mengu:  The L24 benefit of the epic destiny allows me to still take immediates and opportunity actions while dazed and stuned.  Also, My body, Myself! allows me to lose a healing surge and change a stunned/dominate into save ends dazed.  Due to the head piece, I still have a move action while dazed so that I only lose a minor while dazed.

Feats that can be changed:
-Blade Opportunity(Though +2 attack on your mark enforcement is always good)
-Focused Superiority(Can give up wis mod damage to OAs if needed)
-Slashing Storm(Though the damage is nice and your status doesn't matter, this can be swapped to something else)
-Deft Hurler(Though being able to make two attacks on mark enforcement also helps even though they can't be at the same target)

I know it is not built level by level.  I will try to do that if you want.  He starts at 16 because he is going to be swapped out for a character that is already 16.
