okay a player of mine has a spellscarred power called Terrible imposition, can a burst hit her? shes argueing you cant without hitting yourself but by 4e mechanics can you hit them? heres the book description of that power.
Terrible Imposition Spellscarred Attack 5 You step inside your enemy and burn it from within. Daily ✦ Arcane, Fire, Teleportation Standard Action Ranged 10 Target: One creature of your size or larger Attack: Intelligence + 2 vs. Fortitude, Wisdom + 2 vs. Fortitude, or Charisma + 2 vs. Fortitude Increase the bonus to the attack roll to +4 at 11th level and +6 at 21st level. Hit: You disappear into a distortion of space you create inside the target. You have line of sight and line of effect only to the target, and no creature has line of sight or line of effect to you. The target is slowed and takes 10 damage at the start of its turn. On your next turn, you can deal 5 fire damage to the target as a minor action, and you can attack the target as though you were adjacent to it (though it cannot make opportunity attacks against you). At the end of that turn, you appear in a space of your choice adjacent to the target. Miss: 5 damage, and the target is slowed until the end of its next turn.

The important line in the power about this is: "no creature has line of sight or line of effect to you. "
Under Line of Effect in the Compendium: A clear line from one point to another point in an encounter that doesn’t pass through or touch blocking terrain. Unless noted otherwise, there must be line of effect between the origin square of an effect and its intended target for that target to be affected.
So, no, you cannot target the character using Terrible Imposition unless, somehow, you can ignore the Line of Effect rule.
Another day, another three or four entries to my Ignore List.

Thank you very much salla! i ruled it as that but they were in a tournment against another player potentially so i decided id find out
