Just wondering if anyone has compiled a list of feats, PPs, and items that give save penalties to enemies? I have a Wizard that has some Save Ends effects and I want to make sure that they stick more often than not.

Here's a partial list Zelink put together. I've added a few more on.
Renegade Red Wizard theme Phrenic Crown Amulet of Seduction Entrancing Mystic PP Phiarlan Phantasmist PP Spell Focus Faerie Dragonling Cunning Weapon Curse Eye Tattoo (requires Action Point to be used)
For Illusion specific stuff: Illusionist's Gloves
There are numerous orb implements that have daily powers to also keep the effect party going, but those aren't strict save penalties.
This is CharOp. We not only assume block-of-tofu monsters, but also block-of-tofu DMs.
One reach cheese'd threatening reach Spiked Chain shuts down any non-teleporting quarterback.
You're already refluffing, what not refluff to something that doesn't suck?

Almost like someone should make a Save Penalty / Effect Extending handbook...

Great list. Thanks. Adding the Earthroot Staff to the list... limited to immobilize, petrify, slow, or restrain conditions. And here are the Orbs I could find since you mentioned them... Orb of Fickle Fate Orb of Karmic Resonance Orb of Impenetrable Escape Orb of Ultimate Imposition (though it requires Orb of Imposition class feature)

For Fear powers specifically:
PP: Doomsayer (Enemies within 10 reroll take lowest) Item (Head): Skull Mask (Enemies who can see you take -2) Item (Neck): Talisman of Terror (-1/2/3 to ongoing effects of power when you use a fear power)
all all saves rather than first save.

We already have a Wizard handbook.

I would think that there are other classes with an interest in Save Penalties, but it's true that Wizards have a major need for this.
