15th level monsters are not supposed to do much more than make 17th level PCs breathe hard. The succubus type might be able to do that, but it won't be for combat reasons. So these monsters either will not challenge the party, or will challenge the spirit of the rules if they do.
Mimi is way too complex of a monster to run. You have all kinds of extra states/effects to remember.
I'd suggest simplifying it quite a bit.
Well I shorten it some, simplified some, anything else? Does you or anyone esle see anymore I can do to this stats cards to improved on it?

If hit target is chaos-touched or marked then the penalty to attack rolls are -10 penalty. (When a luring mimicry takes damage ends otherwise saves ends). After-Effect: Targets that are chaos-touched or marked during the turn when target saved from this power’s effects also must succeeds a moderate DC as a no action with either Insight, Intimidate, Endurance or Perception skill check to end this condition otherwise saving throw fails. |

Um, provided that you can remember all her powers and triggers, did you look into her HP? It seems like an awful lot of trouble to design such an encounter witha heavy story tie-in and then having her die in turn one due to a striker-nova. She should probably at least be an elite with double HP.
