I can see the Blurred Strike Ki Focus giving one use of FoB for Blistering Flourish and then one use of FoB for using Low Slash, but how is he getting 4 x FoB after BF and then 4 x FoB after LS?

Probably see some table variation there, but I think he's doing it based on hitting with multiple attacks with one power. (ie, two targets, two attack rolls)

Blistering Flourish is a single target power though... so I can see getting two FoB's, but not 4 certainly... and Starblade Flurry would bring it up to 3... but where is that 4th coming from?  And then even more bizarre... where in the world is the 8 x FoB coming from in the next round!?  This is problably something obvious... but I just don't git it... =P

He doesn't mean "four uses of FoB." He means "four targets affected by FoB." Four separate "hits," if you will, though we all know that FoB doesn't hit. Two from the base power (Paragon), one from Starblade Flurry, and one from Unseen Hand.

He's just doing 4 targets twice, triggered from a power that hits more than once.

Is it always assumed that AoE attacks target 4 enemies?

He's not doing an AoE attack.  If he hits a single target, he gets to target two adjacent enemies with FoB (because it's paragon FoB), he gets to add one more FoB target within 5 due to Starblade Flurry, and one more FoB target within 10 with Unseen Hand.  Hit one guy --> FoB against 4 guys.  So hit twice --> FoB x8 with the Blurred Strike property.  It's just the FoB that's hitting four targets.

So the assumption for max damage is two guys adjacent, one other within 5 squares, and one other within 10 squares.

Scatterbrained's got it. The feats and weapons are chosen so that you can target 4 different creatures with FoB if you hit with an attack. Thanks to Blurred Strike Ki Focus, you can use FoB an additional time each round, so you can target 4 creatures again. And 8 FoBs with extra Blistering Flourish damage against vulnerable opponents adds up quickly.

MKJ F16 applies to FoB?  Does it also apply to Magic Missile?  I had gotten a stupid CS response saying Wall of Fire wouldn't get the 1d4 thunder, but OID's effect would get the 1d4 thunder (and add static mods).  Most LFR tables didn't allow this (although some did), but I was really wanting WoF and MM to get the 1d4 thunder and got that ridiculous answer...
