Ok, what I'm looking for here is a build that's primarilly the physical atticking sort but with a broad assortment of low-level spells that for utility rather than combat so I can cut down on the amount of gear I need to carry. For example, I don't intend to be frying orcs with fireballs but I would like to light my campfire without needing to carry flint. Now since I'm willing to forego the high-level stuff and stick to magic that has little to no combat use, can I use that to broaden my selection of swiss-army-knife spells?

You want rituals it sounds like. A feat or three will get you access to most of what you seem to be searching for that are not attached to your base class. You might need to invest in some skills, though, to get the most of them.

The downside of rituals is that they cost gold to use. If that doesn't bother you, then spend a day or two loading up on low-level rituals, and get your arcana score as high as possible. The High Imaskar background lets you reroll them, too.

Technically a DMG2 Companion Character can have as many Rituals as a normal Monster, which is to say: as much as the DM will allow.
Build a CC exactly as you're supposed to, and it'll be -5% to the party, about equal, or +5% without every goodie. It's a little boring compared to a PC, but you could then build a basic do everything Bard PC to go with it.
