Just running a little thought experiment. If you were playing a game with no daily powers, just at-wills and encounter powers, How many encounter powers do you think would be right at max? Just attack powers. 3? 4? 5? How many would feel right without feeling like you are overwhelmed? Thanks.

I think 5 would be the absolute max of encounter powers a daily-less character/party would need. If you look at how many encounters a party can take in an adventuring day, its about 3-4. Most RGPA adventures use 3 fights plus 1 skill challenge, but 4-5 encounters can be done with some weak fights and good tactical play. Also, for regular characters, the number of daily attack powers maxes out at 4. So in a 3-4 fight adventuring day, you would use one daily attack power per encounter, maybe having one in reserve. If the encounter attack powers were balanced to match a daily power character's capabilities the PC would be using one per round, excepting the rounds where a charge was necessary.

Between character and item encounter powers, 6-7 is usually plenty. Some encounter powers are not applicable in every fight, but are certainly handy when they do. "Fighter's Grit" is a perfect example. On the other hand, most fights don't last more than 5-7 rounds. A lot are over within 3-4. And of course, some just start getting swapped for higher level versions out as you level up. At level 6, a 3W attack is amazing. At lvl16, it is still great. At lvl21, when basic attacks all advance to 2W or equivalent, that 3W attack starts to look pretty weak.
