I will be using a Wizard in a small group. There will be only myself and 1 other player (a Warden). Please let me know if you see anything that would improve this wizard. I would like to keep this single classed, human, and go for the maximum creepy effect. Any assistance would be appreciated. You've chosen some really bad powers:
-Restless Dead, take Unravelling Dart -Animate Dead, take Face of Death -Disintegrate, take Evard's Ebon Bindings -Finger of Death, take Rime Beasts, reflavour as cold death spirits or something -Energy Drain, take... eh, you're never gonna use it over False Reality.
You should also alter your starting scores a little. Drop either str or dex to eight and put the points in con for a bit more durability.
You're taking Sage of Ages, but aren't investing it as much as you could. Drop Alchemist or Fleet-footed for Skill Focus (Arcana).

I also have to add.... why are you playing a controller and not a leader? I think a warlord would do well here, and could cover some of the social and knowledge skills.

Luckily, "maximum creepy effect" has exactly nothing to do with the feats and powers you choose.
Take the most effective feats and powers and give them creepy new names. Describe them in creepy ways when you cast them.
Or just play him the way he is and don't bother with optimization. With a two person party, your DM should be tailoring everything around your power level and what you can do anyway.

For feats...
Trade Implement Focus for Super Implement: Accurate Staff. Damage is not all that important for a hard controller. Landing those effects is important, though.
Take Superior Will over Epic Will. Same bonus to Will, but you can save out of a number of unpleasant conditions at the start of your turn, even if they don't normally allow a save ends. Same for Superior Reflexes, get CA against everything on turn 1.
Improved Defenses is obsolete if you're taking all 3 individual NAD defense feats. Free that up for something else
This is CharOp. We not only assume block-of-tofu monsters, but also block-of-tofu DMs.
One reach cheese'd threatening reach Spiked Chain shuts down any non-teleporting quarterback.
You're already refluffing, what not refluff to something that doesn't suck?

There's really never a good reason to spend 3 feats on epic will/ref/fort without firs spending one on Improved Defenses. Improved defenses is a feat bonus of +tier to all three NADs. A much better value than the Epic XYZ feats. The reason the Epic XYZ feats are useful is that they're untyped bonuses, which means they _stack_ with improved defenses. Without anything to stack with... very poor choices.
