I have a character entering my game with a Warforged Artificer.  I am not familiar with the Eberron characters.  In the blurb it says his most important ability is charisma but that intelligence is also important.  Do I take this to mean that CHARISMA should be his prime requisite ability and that it is CHARISMA that determines the bonus to Spell DC for his infusions?

Please help....

Setting aside that "prime requisite" doesn't mean anything in 3e/3.5...

Intelligence governs everything relating to infusions, including the DC on the rare occasions they show up. (This is made clearer in the Eberron errata.) Charisma is important because everything he does that isn't an infusion (and even some of those!) usually involves a Use Magic Device check, and that's a Charisma-based skill.

As to building artificers, there's actually two schools of thought here about whether Intelligence or Charisma is more important. Either one can lead to a very powerful class. The former is perhaps stronger, but there are ways to build the artificer that can almost dump intelligence.
