When a spell like Fire Shroud says '5 ongoing Fire damage (save ends)' and you are tiefling...do you get to add to that ongoing fire damage if you have hellfire blood or hellfire arcanist? since those trigger on the fire keyword? so instead of being 5, it would be 8 if you had both at level 6?
I don't think ongoing damage is affected by keywords, but I could be wrong.

No, because the ongoing damage is not a damage *roll*, and both those feats, IIRC, require damage rolls.

But *if* there was a feat or class feature or item which adds to just fire damage, would the ongoing fire damage be modified by that?

Well...maybe.
Depends on the wording. If it said attack or power, kinda no. If the power does initial damage, then you technically already added the bonus to the attack/power on that first go. If no initial damage, then that first tick, but each after that shouldn't since, again, the power has alread received the bonus.
Now, if it just applies to all damage instances (which aren't rolls), then yeah, it bumps all ong as well.
