I actually have a question about Permanency and Dispel magic effects... since it is a spell in of by itself. I would have to assume you make a dispel check against both spells. Thus if you dispel the Permanency but not the base spell, the base spell is still in effect till it's normal duration runs out. But if you fail to dispel the Permanency but get the base spell, does that in effect dispel both of them since Permanency would no longer have a legal target spell to make permenant? Also, how does the spell Spell Theft (pg 104 Complete Scoundrel) effect this? Do you check both and get the Permanency and the Base Spell, thus get a Permancied based spell (if your a legal target for said base spell)?

The Permanency overlays the actual spell, so you have to get rid of it before you can get the permanentized spell. Period.
I can only surmise about the Spell Theft question, as I do not have that book. I would say that this would be a two-fer, as you cannot take the actual spell without the Permanency overlay and vice-versa.

There would be nothing there for the spell thief to steal, you wouldn't be able to steal an effect made permanent. When a Spell Thief executes the Steal Spell special ability they are siphoning the energy of the person they are attacking. If the spell caster they are attack has used up their daily allotted spells, the Steal Spell ability would get nothing because there is no energy to steal.
HOWEVER, the spell thief can employ the Steal Spell Effect ability to transfer an spell effect from another character to them self for 1 minute per spell thief level, and that effect would be suppressed on the victim for that time frame. After the time has run out the effect would return to the victim (assuming that the duration of the spell hasn't run out by that point). Now the spell thief can only steal a spell that the original caster would have the ability to cast onto the spell thief, so something like Disguise Self which has a target range of self the Spell thief wouldn't benfit from although the spell would be still suppressed on the victim.
