It was even worse when it firts came out when save penalties were applied to all saves, not just the first one. Wizards were able to Solo Orcus once they got his save penatly jacked up like crazy by sleeping hm then picking him to death with coup de graces and other spells.

I would say the 4th edition version is significantly better than the 3/3.5 version, and possibly even the 2nd edition AD&D version for a few reasons (some of which have been pointed out above)
1) No HD or HP limit - you could keep using Sleep effectively all the way up to level 30 (although you will probably find better daily spells by then) 2) It only takes a standard action to cast. In 3/3.5, it took 1 full round (both your actions on the casting turn and until the start of your next turn) to cast and could be easily interrupted, or the targets could move into positions where they were no longer nicely grouped. 3) It always has some sort of effect on every enemy in the area. Previous versions left the target either asleep or awake with no effect.
While its true the targets aren't immediately knocked unconscious, slow (save ends) is still very useful as an automatic effect.

Very good points from everyone, I forgot about the HD cap in AD&D. Looks like I'll keep my Sleep spell, Thank you all!
