A214: Yes. The restriction that you cannot cast wizard spells while wearing armor is found only in the Wizard entry. (Class PDF pg. 10). The Sorcerer has similar limitations with Sorcerer Spells.

Q215:
How exactly does cover work for area spells?
Ex: A wizard casts burning hands at some kobolds that happen to be arranged in such a way to completely fill the 15' cone. Do the kobolds furthest from the wizard get +2 (or higher?) bonus to their Dex save because the kobolds closer to the wizards are acting as cover?

A215: A target has cover if an obstacle or a creature (creature procure half-cover only) blocks at least portion of the attack or effect. It grant a bonus to AC and dexterity saving throw against attacks and spells that originate on the opposite side of the cover. A creature with half-cover has +2 bonus, a creature with three-quarters cover has +5 bonus and a creature with total cover cannot be targeted by an attack or a spell at all since it is completly covered.

In your exemple, the farthest kobold would have half-cover, gaining a +2 to its dexterity saving throw because the other Kobold is in between him and where the burning hands originate from and block a portion of the deflagration.

Q216: Warlock Invocation Fabrication of the Weave says "The object lasts for 10".  Ten what?  I'm guessing minutes or possibly hours, but has anyone queried this and got a response?

A216: It seems that the description is unfinished. I would guess 10 rounds or minutes, as the power can be used again after a 10-minute rest.

Q217: I'm sorry if I missed this but my searches through the thread weren't productive. If someone is making a ranged attack at a non adjacent foe that is in melee with someone else, do they have disadvantage on that roll?

Basically is there a penalty analogous to the -4 "firing into melee" penalty in 3e.

If there is one, where can I find the rule printed? One of my players is a stickler for this sort of thing.

A217:
There is no specific penalty for "firing into melee".
However the rules for cover still apply (How To Play, pg 11-12). If you are firing at an enemy, and a creature (friend or foe) is in the way, the target gains +2 AC from Half-Cover.

I am not certain, but I believe this also applies to attacking past a creature when using a reach weapon.

Q218:

How does ray of frost works?

a) Does reduce speed to 10 feet or b) reduces speed 10 feet?

(For example a wood elf would have 10 feet speed or 25 feet speed?)

A219: Ray of Frost drop speed by 10 feet, so a Wood Elf would be reduced to 25 speed in your exemple.

A213: The Damage Roll entry contains older bit of text when Magic Ability used to add to both attack and damage rolls. Spells do not get to add ability scores modifiers to damage roll, only to the attack roll, according to Magic Ability entry of Ability Scores  (How To Play pg. 05).

Q213-B(Follow up) : Was there anything official posted to confirm or deny this 'exception by deniability' explanation??

I still could see it either way, though I am in favor of not adding the Modifier as a bonus to damage. I just don't know why the exclusion of information would indicate that a previous rule needed to have further proofreading and editing.
