Q18: Easy question regarding OPTA, Open Play Test Agreement: It says we should not copy, display, and so on, any of the material we get. How are we supposed to playtest it with our group of players if we don't show them the rules? O.o
A18 - Send your players and other group members to to wizards.custhelp.com/ci/documents/detail... and instruct them to sign up. They will then be able to download a copy of the rules for themselves. It is actually required that they do this to participate.
Q18 easy way would be to let al players in the group sign up for the playtest.
A18(Again) Send your players to https://wizards.custhelp.com/ci/documents/detail/2/dndnext and have them submit the form. It doesn't get any easier.

A19: The playtesting materials will likely change with a frequency that makes editorial feedback less useful. However, the channels outlined in the playtest agreement would be the logical place.

Q21a:
I don't live near any of my friends and we play online. If I as the GM take the same precautions as requiring everyone to sign up and accept the NDA why can't I rp with them online? If everyone has access to the same material as I, it's not redistributing. I would be playing on a closed server where only those invited will have access.
Q21b:
Is there perhaps a way to request special permission to run a game online?

A22: I believe that the intent is not for Weapon Focus to work with missed attacks (with Reaper or any other theoretical damage-on-miss ability). For a legalistic explanation that I would never support unless I believed it was the intent; your attack isn't dealing damage when you miss, your Reaper theme feature is dealing the damage.
I don't think it'll break anything if you run it either way.
The difference between madness and genius is determined only by degrees of success.

A23: Not quite. The benefit for being hidden and attacking only applies if you are hidden at the time you attack. The Ambusher benefit lets you get advantage for the entire turn (on your first attack that turn).
So for example, you can hide in the shadows, sprint out right into someone's face (you are no longer hidden), and then attack with advantage because you were hidden when you started your turn.
