Back in 3.5, it was much easier to create a pyro/cryomancer, as there were lots of suitable spells to choose from.  Not only the PH, but many supplements gave you a variety of spells and feats, so you didn't have to houserule a lot.

4.0 is different in this respect, and I find it hard to convert a lot of spells from 3.5 to 4.  So many spells and feats lose their feel; e.g. Fly, Summon Creature, Metamagic feats.

Anyway, I want to create an arcane spellcaster who is dedicated to one specific element ot damage type.  Fire=pyro, ice=cryo, acid=aceto, sonic=sono, lightning=electro, necrotic=necro.  Don't know what what to call aspecialist in force ot thunder.  I presume a specialist of radiant magic is a cleric!

I'd appreciate any suggestions, as would also help me to flesh a Rokugan style shugenja.

A Storm Sorcerer can cover your electromancer and brontomancer*.
There's a Wizard (Mage) build called the Pyromancer, that's covered.
I'm not sure if there are enough spells in most other classes to cover the rest, but it's a small matter to ask your DM if you can change the damage type of an extant spell.

*Since Brontophobia is the fear of thunder, I'm assuming bronto- is the prefix for thunder.
Another day, another three or four entries to my Ignore List.

Harrying your Prey, the Easy Way: A Hunter's Handbook - the first of what will hopefully be many CharOp efforts on my part.
The Blinker - teleport everywhere. An Eladrin Knight/Eldritch Knight.

CB != rules source.

Pyromancers in fiction tend to be "burn first, think never."  Elementalist sorcerer might be a better representative. Innocent

Fair point, even more pronounced if the sorcerer is a genasi or dragonborn.

Another concept I have is based on an NPC wizard from 3.5 Champions of Ruin called Vargo Kent.  He is a half-black dragon Evoker, who has the feats Energy Substitution and Spell Thematics.  being half a black dragon, he has an affinity for acid-based spells and powers.  With Energy Substitution he can change the damage effect of any spell into acid.  Spell Thematics allows him to fashion spells to fit a theme - in his case black dragons.  He applied it thus:
Acid Splash - he flings acidic sweat from his brow towards his target
Acid Storm - a swarm of black dragons criscrossed the sky, raining acidic breath upon the area
Beltyn's Burning Blood - a draconic form appears underneath the target's skin and writhes, causing ripples in his flesh
Bigby's Grasping Hand - the hand is shaped like that of a huge black dragon
Fly - a translucent black dragon picks him up on its back
Lightning Ring - thousands of tiny acid globules spin around his body, lashing out in a spray from time to time
Magic Missile - miniature black dragons zoom towards the target
Melf's Acid Arrow - an oozing black dragon clings to the target, dripping acid each round
Stoneskin - his skin changes to black scales

This can be applied to Rokugani shugenja, whose theme would be the totem animal of their Clan.

Thanks for this, I wouldn't have known this prefix!

sounds like what you really want is a dragon-soul sorcerer, or a nice/mischeivious DM. as a dragonsoul sorcerer, you start out with an affinity for a particualr element of magic, both pryo and cryo being options. and as mentioned above, some DMs will be willing to let you change the damage type and flavor of a spell your wizard learns. just be aware that if you ask your DM to change all your spells to damage type A, don't be supprised when you fight some BBEG and he has 'resist 5/10/15 damage type A'... personally though, i'm a fan of the stormsoul sorcerer. Salla is right; it is an electromancer and a brontomancer fused into one cloud-envoloped arcane being. there's even a couple paragon paths to support your electro/brontomancer whims.

And suddenly, Brontosaurus (the "Thunder Lizard") makes so much sense....

Yeah, +1 for the Sorcerer route.  Pretty much covers everything you listed.  A few points:

You can multiclass Bard for some Thunder support (yelling bard feats & etc)

Dragonborn and/or genasi all have great elemental/theamatic feat support.  Other races may too, but I'm pretty familiar with those, and they have it all over the place.  Tieflings too, but mostly for fire.

There's a feat (Arcane Adamixture, level 11) that lets you add a damage type to an attack.

There are items (weapons) you can use to change damage types (especially as a Sorcerer; they use daggers as implements)
