Why is my Ironscar Rod +1 only giving a bonus to my Replendent Blade's damage and not to my attack roll. It's giving both to my Eldritch Bolt.

I presume you mean "why does it work that way in the character builder" as an Ironscar Rod +1 does indeed give you bonus to both attack and damage. The builder is probably confused by the fact that Ironscar Rod also is a weapon so it uses only a +2 proficiency bonus (from its mace stats) rather than the +3 you have with your starshadow blade...it still gives the +1 enhancement bonus by it add up to the same as a +3 proficiency bonus without a bonus.

Simplest way to solve it, use some other rod, or add the +1 bonus by hand.

Character builder is terrible at dealing with Hexblades.

Any time your implement is also a weapon, it just outright breaks in its automatic math.  You basically have to do it yourself manually.

My solution is to just add a simple +X Magic Whatever and some houserule bonus feats to cover things to hack the math into place (like a spare expertise feat or superior implement feat), but that's annoying and you should know what the math is supposed to be before doing that.
