Ah I see.
But I am still a little worried about the idea that you can create a character that (more or less ) only relies on a single abiliy score for succes in combat. As I see it all classes should be constructed so that they use several ability scores on a regular basis.
I like the fluff in the idea, but the minmaxer in me tells me that the idea is dangerous.
DISCLAIMER: I never played 4ed, so I may misunderstand some of the rules.

On the other hand classes are now free to focus on ability score that fit the character/class rather than all pallies needing a high str to use melee weapons.
So now pallies can focus on con, cha, and wis abilities which always seemed a better match anyway. Basically the class can built to use 2 or more stats that fit the class.

I see your point, but I am a little afraid that all the fighters in my game will end up as dextrous weaklings if the players discover that dexterity has more uses than strength.
But I guess that you can rebalance the game by reducing the damage dealt by dexterity-based weapons. If my character chooses to attack with a rapier then I can afford to dump his strength and upgrade his wisdom instead, but doing I have to give up some of his damage output.

Traditionally yes the longsword indeed does more damage than a rapier, and the same for the shortsword and dagger.
