Can agents be assigned to unpurchased buildings at the Builders Hall queue? The Sample Wares card seems to imply that you can. Subsequently, if you can, if there is an agent assigned to a Builders Hall queue building, and a player assigns an agent to Builders Hall and purchases that building, does that player benefit from the owners benefit? Basically, are buildings in the queue already in play?

Only via the Sample Wares card.
Subsequently, if you can, if there is an agent assigned to a Builders Hall queue building, and a player assigns an agent to Builders Hall and purchases that building, does that player benefit from the owners benefit?
There are no owners of the building, so no one receives the owner's benefit.
Basically, are buildings in the queue already in play?
No.
