I am playing in an encounters group and I am the most experienced player in the group and through this character together in under 20 minutes, he is not the primary striker by any means but I play with a group of inexperienced players and I need to optimize him to make him as effective as possible.

You want the standard charge kit, a vanguard weapon, a horned helm, and surprising charge. Two expertises don't help you, the attack bonuses are both feat bonuses.

It looks like you have inherent bonuses turned on in the builder. This will mess up all your power cards' attack and damage bonuses when combined with magic weapons.
I don't see your bonus at-will from being human. But unless these is something specific you want to use it for, you are better served with the heroic effort option.
Suggest you trade your background for either gritty sergeant for rapier proficiency (saves you a feat) or auspicious birth / born under a bad sign to boost your HP.
Suggest a different theme (that one is, bluntly, bad). Sohei or Guardian are the regular go-to ones. Purple dragon knight is also strong. Others that can be good (depending on build goals) are: pack outcast, yakuza, fey beast tamer, unseelie agent, and the new were-x themes (at paragon).
Drop improved initiative (unless you go sohei) until paragon. You only need one expertise feat (light blade expertise). Take Surprising Charge and murder things. Since you have two weapons, Two weapon fighting is a good pick (and sets you up for two weapon opening in paragon). If you go that right TW defense is also a decent choice.

^The pixie wouldn't be evil. But the /player/ would be evil for bringing a pixie thief charger to a table.

Too bad you are locked into rapier. I would suggest MC spike chain so you can treat it as a double weapon light blade and therefore use light blade expertise and still be able to use sneak attack and duelist flurry. And since it is still a reach weapon, you could stay a square away when attack at the end of a charge.
