The problem even with rules, is that its nigh impossible to create any sort of balance. No matter how you slice the pie, some classes come out a great deal farther in front than others.

pfft who needs initiative. slower? elixir of speed. double move in your grill and use action point to move again (21 squares). have fun provoking.
Probably already said, but a Wood Elf Hunter will almost certainly win this fight if the arena is 10x10 or larger. In any kind of normal terrain, you're just screwed.

There are plenty of scenarios where this could happen. No-one is denying that.
What we're trying to explain to you is that PvP in D&D4e is BROKEN. It does not work. The system is not designed for it. It is a dead concept. Deceased. Gone. It is an ex-parrot... wait, that's a different sketch. Anyway.
PvP is not something anybodyshould be doing in 4e. If you find yourself in that situation, forced to fight your friends, find a way out of it. A skill challenge to escape the arena. A combat encounter against the guards. If the worst comes to the worst, the DM could use the UA wrestling and phsyical contest rules from Dragon a few months ago, which are at least semi-balanced.
But in general, if your DM seems to be coming to this sort of concept, talk to him, explain to him that the system is no designed for it. It's an out-of-game problem, with out-of-game solutions.
Narratively, there are plenty of reasons why PvP might become a possibility - but there are also ways to avoid, or combat, the possibility of winding up fighting another PC. And they should be used, because fighting another PC simply doesn't work. One person WILL win, it will be a foregone conclusions one way or another.

Because attacking each other is VERY different from attacking monsters. You can compare two builds by seeing which would kill monsters better/faster/more effectively/status effects etc.
