Metafictional
I looked at the Power Strike power again, and I agree with you. I had forgot that the damage bumps up to 2[W] at level 17. While getting almost max base weapon damage on a miss can be useful, missing out on an extra 2[W] damage boost is not worth it. I think if I were to take Axe Strike at all, it'd be sometime in the late heroic, early paragon, and then retrain it at or before 17th level. I think before 17th level it's Purple, but after that it's probably Red.
Edited for typos.

No, Axe Strike is definately red, as its a feat you could spend on something so much freaking better.

Gouge is not campaign specific. 4e intentionally opens up material in campaign books into the general ruleset (with the sole exception of Dragonmarks).
Even Dragonmarks are open to all, LFR simply chose to ban them privately.

I'll admit... the gouge is way more likely to be useful for your game than dragonmarks. Even outside of LFR, haven't had much luck getting access to them.

The gouge isn't heavily tied into campaign fluff either, its just a type of weapon.

And a guide that ignores all other options quickly becomes useless.
Did anybody actually suggest ignoring options outright?
But if an option is only really worth considering in a decidedly non-default campaign, then a CharOp guide's ratings probably ought to reflect that. IMO.

I need some advice for figuring out what theme to chose for my character. Our DM gave us free basic expertise and focus feats which IMO opened up quite a bit for my character. Dead-eye Sterling

Why not play a ranger? I realize this isn't terribly helpful, but Ranged Rangers handily beat ranged slayers, slayers are pretty much meant to charge.

You get 12 more hit points, your attack rating is the same, you get more damage from twin strike (1D12 +12 as opposed to 1d12+5) and your RBA (+17 [+23 if you're in unfettered fury stance if you take -2 to the attack] vs +11), being able to pick up superior fortitude/will at heroic. I can also just use paragon feats to snatch up the better encounter powers (sucks you have to eat a feat to gain a fighter encounter then trade it through a MC power feat.)
What kind of themes would you suggest for a ranged ranger?
