@DSMReference, can you point me to where the rules "Explicitly" state that? I can't find it.
Also, your chain argument makes little sense, it is simply a specific limitation that is imposed, like that you have to see a creature to have CA, so no matter what your powers do, unless they specifically address that limitation, you can't have CA if you can't see your target... Just as in this case if your power doesn't deal damage it can't deal extra damage... it is just a limitation and nothing more, there is no connecting the dots to manipulate the rules to be what you want them to be...

Your opinion on extra damage is not the standard interpretation of the RAW, not to mention a very strained reading of english. Your CA analogy is.....barely sensical to the topic at hand since no one was arguing that non-damaging powers can suddenly do damage via extra damage modifiers.
All feats, effects, features, etc, that modify a power do precisely that, they modify the initial power.

Um. We're discussing powers that already deal damage and have extra damage added to them. But extra damage is done by the power. Damage rolls are defined as basically any time you roll for damage. Are you rolling damage? Yes. Is the damage being done by the power? Yes. Damage roll of a power. Done. Try and understand the argument before commenting.
