After thinking about it, I've come to the conclusion that: a) I need to use a Scourge & b) I want the Chainbinder PP...Now, how best can I build around those constraints using a Tiefling as the racial choice?
Make sure you take tuathi weapon training as it gives you the scourge and a scaling feat bonus to damage.
Planned on it as one of my 1st few feats...I'm really stuck with gear selection though, and not 100% on the ability scores/powers since everyone keeps giving different options, lol!

The standard d4 is somewhat (SOMEWHAT) rounded on the top, the older models are even flat. The Lego is shaped in such a way that in an emergency, you can use one as a makeshift surgical knife.

There are lots of options. Decide what you are aiming for and get it.
Personally, I would suggest taking flail expertise and do flail tricks. Viper's strike can be used to prevent an enemy from moving away from a weaponmaster defender.
Target shifts -> triggers VS effect -> fighter gets OA -> because movement triggered the OA, target can't shift
And don't worry about taking the encounters with the rending chains warmaster feats unless they are worth taking. The main benefit I see is the L16 feature allowing you to add str mod ongoing save ends damage to viper's strike. Even if they save, you can reapply it next round.

Its not "an option" its a bad option. All the features on the PP suck. And the f16 is a joke. You're a warlord, your targets should be dead, not taking ongoing 7.

Not only that but i think this is still being crammed on a LazyLord with no STR mod to start with.

I'm having a great deal of difficulty selecting a Presence for the Warlord I'm building for my next game, since I'm not certain which would be the most beneficial for my party. See, my wife's gonna be joining us this time, and while this isn't her first time playing 4e, her last attempt didn't go all that well. She got sort of overwhelmed by the different power choices and felt she wasn't contributing sufficiently to the game, so she dropped out.
To try and alleviate some of her concerns, we suggested she try building a Knight, since it's centered around maximising her MBA and doesn't have a ton of powers to juggle. She seemed to like this idea (though she seemed more interested in the Cavalier at first due to all it's mount-centric stuff, until we convinced her it wasn't very good). I decided to make a Warlord, in order to ensure she felt useful by focusing on enabling her character constantly, in order to really make her feel effective & useful. Naturally, I'm not planning to neglect the rest of the group, but since we already have a Cleric, I'm not really planning to focus too much on healing.
My initial plan was to make an Eladrin Taclord wielding a Greatspear, and then go either Battle Captain or Longarm Marshal (this game starts at 11). However, the more I looked at it, the more I wasn't sure this was the way to go for this party. Currently, my wife's Knight is going Kensei for her Paragon Path, focusing on a Rapier (so she can use Surprising Charge & Rain of Blows) and she's currently got a +19 vs. Reflex on her MBA before any stances kick in. The other characters are an Elf Archer Ranger/Sharpshooter who is built almost entirely around accuracy bonuses, a Deva Cleric focused on healing & powers that debuff the enemy (she's not a Pacifist, exactly, she just likes "ruining the enemy's day" in her words), and a Dwarven Fighter/Dreadnought who is gonna be the primary Defender of the group.
As a result, I'm trying to decide if perhaps I should go another way. The only restrictions I have on the character is it has to be either an Eladrin of Half-Elf for story purposes (he's being brought in as the brother of my previous character, who was a Shielding Swordmage), and we're using Inherent Bonuses, since magical items aren't going to be very common (we're playing in Ravenloft). Resourceful seems to be a possibility, since more damage is always appreciated, and Infernal Strategist is pretty amazing. I've also considered going Bravura & Captain of Fortune since I really like the flavor there, but I know Eladrin & Half-Elf aren't considered especially effective as Bravelords.
Does anyone have any insight they could offer me as to what Presence would benefit this party (and my wife's Knight in particular) best?

Bravura is the one which will give the most bennies to the Knight - her MBA will be better than the rest of the party's, and the free-action attack will increase her number of attacks more than most, as most Knights can only generate one attack per turn.
