I'm in the same boat money-wise, so I make my own.    Every time I read about a 'make your own' something on the net, the give you a list of only 15 things you'll need, mine is much simpler, to scale, 3D, and it's tried and tested.

You will need:   some gluesticks, access to non-corrugated cardboard (my wife and friends are smokers and this provides all I need), a colour printer, and access to the internet.

Once you have decided what monsters you want:

1.   Find suitable picture on the internet and grab a copy.
2.  Bring up pictures in paint (or some fancier program if you have one), resize to about 2" by 1" on your screen (you might need some trial and error to get the scale right).
3.  Sort monster pics so that you have 2 pics per mini, one upside above the other, such that they are almost touching heads.
4.   Print em off, cut em out.
5.  Cut strips of cardboard about 1" wide by 5" long.   Fold in half.   At each end, fold about a 1/2 outward toward you, so that you wind up with a shape that looks like two capital L's, back to back.    Glue the backs together, and glue the minis to the cardboard.

I've made several hundred of these since our campaign started, and they work quite well.   Send me a PM if you need a more detailed description.

This site has a bunch of really nice papercraft models that are all available for free.  I wouldn't use them for an army of goblins, but I like to use them to set apart elites and important characters.

This is coming out in a few months and should work nicely, not requiring printing or cutting:
