Why not take the gritty sergeant background for free profficiency with a martial weapon, i.e. the rapier?

Because that background is not available to use in Encounters.

Thats correct, rapier is not available as a starter, so you will hafta feat for it. Backgrounds are also not usable during encounters, only certain themes. Just checked the CB and yes, Weapon Proficiency (Rapier) is available.
