I don't know.

The people on the 4E General, CharOp or any of the role forums might have a better idea. I am not sure what this question has to do with the Realms though Wink.
My approach to the NPCs of previous editions.
Spoiler: Show
I always saw the High Level NPCs as shepherds of the Realms not its defenders. Making sure that not too many sheep were lost as they milled around (as they are wont to do) and bringing on the young'uns into the job. In that way a shepherd never has time to go and hunt down all of the wolves but is pretty dashed effective at keeping them away from the sheep when they rear their heads.

One of the main reasons is because of Spiked Chain Training, turning this Reach Flail weapon into a   Double Weapon from the Light Blade Group, which has the best Feat support overall.

Spiked Chain Training: You gain proficiency with the spiked chain. You can treat the spiked chain as a double weapon. As a double weapon, each end of the spiked chain is a light blade and deals 2d4 damage. The primary end gains the stout property, and the secondary end gains the off-hand property.

Nor was I, I was just thinking about the place where you would get the best, and most informative, answer for your question.

If it is for 3.5 then maybe the Previous Editions : Equipment, Skills, and Feats forum would be best?
