The highest damage power I have seen is a 9W attack. Is there anything more powerful then this?

I'm fairly certian multiple attacks do the most damage.But, blade cascade deal 2W damage for 5 attacks.

Its going to depend how you define most damaging. If you are talking just about the most W's in a power, then I think 9 is about it, but there is a lot more to damage than just the W count.

Twin Strike overall because it's used early and often from the very first combat the character is in.
A 9[W] Barbarian power, for example, coupld be made in to a 10[W] power if you were using Thunderhooves Rage for example also.
And Blade Cascade, as mentioned, can work out to 10[W] damage also.
Also, striker boosts like sneak attack, hunter's quarry, curses, etc. outshine a single weapon worth of damage later on as well as static modifiers. Marauder's Rush and Holy Strike, for example, add a second ability mod to damage too. Marauder's Rush w/ Quarry is likely worth more than 1[W] at some point, depending on stat allocation.
So is your question better defined as "what's the highest [W] single attack damage listed?"? Then yeah, I think 9[W] is it.

I think Grasp of Ragnorra has a quite an interesting set of dice, if you're a Starlock and factor in falling damage from making the target appear 20 squares up in the air :P

It's Blade Cascade, which at Epic (through Rending Tempest) becomes 14 or 15[w] + 5x statics.

Then we have to ask if we factor in accuracy, since Hurricane of Blades deals the extra attack as an effect while Blade Cascade requires hits to keep going. We are also getting into the territory of feats and other powers modifying the attack.

Huricane of blades is usually going to be the most singly target damage since normally it will be 4 2[W] attacks used by a barbarian with a big W weapon.
At that level it will likely trigger an extra 2[W] basic attack through rampage about 35% of the time, not counting any other potential boosts or extra attacks you get.
Multiple attacks on the same target do more damage than a big single attack because of how static damage boosts work, especially as you level. So one 5w < two 2w < three 1w
Other powers can do more damage total, but the damage is spread out through multiple targets.
edit: Blade cascade vs hurricane of blades is tricky since you have to compare a huge number of build differences at those levels since the powers need to be attached to a build to figure how much damage they do.

True, but it's fairly trivial for a well-built Ranger to get accuracy up to only missing on 1s (especially once a day -- for when you use Blade Cascade). My LFR melee Ranger went multi-class Avenger to really ensure this and I just finished level 24 and have never missed on Blade Cascade, ever.*

*I have rolled double 1s twice on other powers, and used a fortune stone to reverse that most unfortunate of rolls.
