Winged Shield, Rare level 15 item goes into off-hand slot in the builder while the item's property specifically says it doesn't take off-hand slot up.
With how it is right now it conflicts with dual wielding, using two handed weapons, brawler and swordmage abilities etc.

The item as it is should go into Wrist slot and nowhere else.
