What would be the right thing to do about dishonest players?? here's the deal, a veteran player has "better" than average stats( actually better than allowed by the rules). It's not like the player doesn't knows better, because they do. A lower level character with 2 abilities with 20?? first lvl characters I believe shouldn't have, don't have abilities like that do they?? Ive recreated the character through character builder and red flags are flying all over.
So the question is what is the best way to deal with this without trying to blow this out of the water. I know one way I'm going to deal with it is by having 40 assassins attack the character, any other ideas???

I would say, "Those numbers don't add up.  You need to refigure your ability scores."

if point buy was the agreed upon method for generating stats, and his stats don't add up according to that method then tell him he's dun goofed and make him fix his sheet.

you shouldn't try to solve out of game problems with in game solutions, it's sloppy group management. talk your problems over with people outside of the game.

That's true, good point. I'll take this up with them. Thanks for your point of view.

Talk to the person privately.   Tell them you are certain they made an error in character creation, and offer to help them.   If they refuse, insist they recreate the character my more accurately following the rules, or you will make changes to the character yourself.   Try not to have to go the second route, but if they insist, you have no choice.   It's simply unfair to the other players.

Thanks, that's a good point, I will have a word with them. It was brought to my attention by the other players in the group, all of whom I have much respect for. 3 out of 6 are or have DM'd for over 20 years and I am very grateful they are in my players group. So, having said that, I will have a discussion w/said character, if they don't like it, they will not like my wrath of retribution.

If they don't like it, just inform them that they are not welcome in your game.  Don't make a scene, just flatly say 'You're out'.

Another day, another three or four entries to my Ignore List.

The key is to make it sound like you think he simply made a mistake in his math. If you go into it sounding like you're calling him a cheater then it may get ugly fast.

(Even if he is cheating!)

Here are the PHB essentia, in my opinion:
  • Three Basic Rules (p 11)
  • Power Types and Usage (p 54)
  • Skills (p178-179)
  • Feats (p 192)
  • Rest and Recovery (p 263)
  • All of Chapter 9 [Combat] (p 264-295)

A player needs to read the sections for building his or her character -- race, class, powers, feats, equipment, etc. But those are PC-specific. The above list is for everyone, regardless of the race or class or build or concept they are playing.

My first thought to this OP, was that there isn't an issue.  Then I remembered that it seems more and more people use point buy.  Our group doesn't, and we like rolling out stats.  So getting two 20's isn't cheating in my mind.  Generally when we roll stats we'll get one free 18, so it's possible to get two 18's then of course racial stat bonuses, and there ya go two 20's!

But as others have said, if you're using point buy it might not add up.  Can't say for certain since like I said I don't use that method.  But the others are right, you need to sit down with the guy, ALONE, and chat with him.  Don't point it out in front of the group because if he made an honest mistake it could be kinda embarrassing.  Or if he argues the point it could cause the rest of the group to jump in and argue if they're feeling like he's cheating.  And that could just cause a whole mess between the group.

So take him aside before or after the next game and just point out that you feel his stats weren't done right by whatever system and ask him to walk you through how he got two 20's first.  Then if you can't replicate that same method with him right there telling you how he did it, point it out to him that he needs to go change his stats to make them correct.
