The new Elemental Pact is severely hindered by using Con as a secondary stat. This means that any EP Warlock following the recommended stats will have abysmal AC. This flies in the face of Warlock design so far, which has given them Dex and Int secondaries to better make use of Prime Shot and the many close powers Warlocks can choose from. Even more worrying is the fact that almost of the new elemental-flavored Dailies and Utilities are based around being close to enemies; if this is direction that design is taking, this build is almost unplayable. Compare this with the two other builds that lack both heavy armor and an AC-improving stat: Wis/Con Shamans work best far away from the front lines, and Swarm Druids can reduce more damage than any other almost class in the game. But Warlocks have neither of these benefits, and thus simply don't work without heavy armor, Dexterity, or Intelligence; nothing that the EP grants is worth a prematurely dead character.
This could be partially fixed by adding chain mail proficiency or fixed in its entirety by granting Elemental Warlocks scale proficiency, which their Hexblade cousins already have.

Note: Only Hexblades and Binders have Dex as a possible secondary stat; regular Warlocks only have Int (at least for the Warlock powers that they can choose).
I second the notion of granting chainmail proficiency, or maybe letting the character use Con for determining AC when wearing light or no armor. Scale proficiency was given to Hexblades because they already have chainmail proficiency (although they aren't even hurt by changing from Int to Con since they aren't using light armor in the first place), so it might be a stretch to also give regular Warlocks that, but chainmail proficiency or Con-based AC are both options that ought to work well (compare to the Warlord and the Druid classes, both of which are meant to survive as possible frontliners).
